It is not good enough to use high car dependency as an excuse to do nothing. The reason people drive in Outer london is precisely because the conditions for walking, cycling and public transport are so bad.
Outer London borough, Waltham Forest, has already challenged this myth, however, with walking and cycling numbers up following the arrival of new liveable neighbourhoods and better cycling facilities. There’s no reason this can’t be replicated elsewhere.
Getting people out of cars should also be an imperative for Outer London councils given pollution growth predictions in these areas, not to mention the potential gains in terms of public health, road safety and air quality.
